全球创新要素加速流动背景下，教育体系与人才战略协同是提升国家创新能力的重要制度路径。本文基于开放式创新理论，构建“资源跨界流动—协同创新网络—创新价值转化”的分析框架。以新加坡为案例，系统考察其教育枢纽建设与人才战略之间的动态协同机制。研究发现，教育枢纽通过汇聚国际高教与创新资源，强化全球知识与创新要素的进入与集聚；人才战略通过制度化引进、筛选及留用机制，提升创新资源的转化效率。二者联动形成知识流转与价值转化的闭环，推动创新要素的本土嵌入。本文揭示了两者协同驱动国家创新能力提升的内在机制，拓展了开放式创新理论在国家创新体系研究中的解释范围，为我国建设世界重要教育中心、完善人才发展体系提供参考。
